Exhaust Monitoring System

This is the active monitoring of all exhaust from all vehicles, transportation, manufacturing, naturally occurring, and all other types of exhaust that enters the atmosphere. This is through both active sensors and the reporting from all sources of exhaust, such that the system may eventually be used to manage the amounts of exhaust in different areas of the planet at different times. This could be used to balance the ionosphere, through the balance of exhaust in one part of the world with another.
