Weather Cycle Management System

This is the use of particle management systems located throughout the world, that are able to attract and/or emit certain types of particles into different parts of the atmosphere, in order to manage a perfect ionosphere. This system would have the capability to entirely control all of the weather on the planet, such as the capability to stop all of the natural weather patterns and create a perfectly balanced ionosphere. This system would have the capability to manage all of the wind patterns, precipitation patterns, remove pollutants from the air, and balance patterns that would pertain to stopping all patterns that would lead to tornadoes, hurricanes, and other types of weather. This system is an active system, and has both sensor and particle stabilization technologies, such that the patterns that are introduced into the ionosphere by human use of airplanes and other technologies must be managed with the system. The grid would manage both the data that is known from the use of such technologies, and gather data.
