De-Nuclearization Laser Technology

There could be a type of laser produced that causes radioactive materials to de-nuclearize themselves, such as for cleaning up radioactive waste, or disarming nuclear weapons. This technology could act on a subatomic level, such as by binding materials together, such as combining particles with excess protons with materials that have excess neutrons. Additionally, the technology could shed valence electrons.
